He Intends Victory operates through a community-based leadership structure designed to provide support, accountability, and encouragement at every level. Local Support Group Leaders work directly with individuals and families affected by HIV/AIDS within their communities, while Area Directors oversee multiple groups within a region. Above them are Country Support Group Directors, who help organize, strengthen, and oversee support groups. In some countries, Directors of Orphans provide additional oversight and care for children in our orphan sponsorship programs. These leaders work alongside the Country Directors, who oversee overall ministry operations, outreach programs, projects, and leadership development within each country. All international efforts are guided by the Global Executive Director in the United States, who provides vision, leadership, and accountability across the organization worldwide.

FBO Brief History:
Founded in 1990 by Pastor Bruce Sonnenberg, He Intends Victory began as a compassionate response to the growing HIV/AIDS crisis affecting people within his Southern California congregation. Alongside early leaders like Mike Hylton, a hemophiliac infected through blood transfusions, and Herb Hall, a former homosexual, the ministry was built on the belief that those affected by HIV/AIDS deserved love, dignity, and hope through Jesus Christ. What started as one local support group has since grown into a global ministry serving thousands through HIV education, prevention, orphan sponsorships, medical assistance, community based support groups and outreach programs. Today, He Intends Victory continues its mission of addressing the physical, emotional, and spiritual needs of those infected and affected by HIV/AIDS, helping break stigma while bringing practical help and lasting hope to communities around the world.

Message for Evangelicals Regarding Global Outreach:
• We are church and community-centric. No other international humanitarian organization engages local faith leaders like we do. WE want to see local churches worldwide creating and leading change in their communities through healthy partnerships so that the work can continue and bring lasting change long after we depart.
• We are holistic in our approach. We believe in the transformation of the whole person- mind, body, and spirit. Our programs focus on root causes of vulnerability by addressing complex, often unseen challenges as well.
• We understand connected crises need interconnected solutions. We see the world’s greatest challenges as inextricably linked. We take a global, whole-picture view with a distict “here and there” approach that unites our work in the U.S. and around the world with a shared purpose and vision.
